Evaluating Public Distribution System (PDS) of India through SWOT Analysis

Abstract The PDS or the Public Distribution System in India, jointly operated by the Central and State/UT Governments is a food subsidy programme that distributes foodgrains at subsidised prices to economically vulnerable sections of the society. Staple food grains like wheat, rice, sugar and fuels like kerosene are distributed through fair price shops or ration shops across the country. It plays a critical role in preventing poverty, hunger and malnutrition. The current paper utilises primary and secondary data to present a SWOT analysis of the Public Distribution System. The SWOT analysis identifies food security, extensive distribution coverage, legal support under the National Food Security Act, technological interventions, poverty reduction and the One Nation One Ration Card initiative as major strengths of the PDS. The key weaknesses include beneficiary exclusion errors, financial pressure, substandard storage facilities, regional disparities, malpractices, restricted nutritional diversity, organisational complications and diversion of foodgrains. The study identifies adoption of digital governance, nutrition-centred PDS, better targeting of beneficiaries, local procurement, climate-resilient agriculture, public-private partnerships and integration with welfare programmes as significant opportunities. Climate change, rising subsidy costs, population growth, price increases, cybersecurity risks, political interference, supply-chain disruptions and rural-urban migration represent major threats.
