Performance and Operational Evaluation of the Hospital Management Information System (SIMRS) in Outpatient Registration Services: A PIECES Framework Approach

The implementation of the Hospital Management Information System (SIMRS) in outpatient registration services aims to accelerate service workflows, improve data management accuracy, and enhance staff work efficiency. In practice, the system's successful operation depends not only on technological availability but also on information quality, security, resource efficiency, and ease of service. This study aims to evaluate performance and operation of the SIMRS for outpatient registration at Grandmed Lubuk Pakam Hospital in 2026, utilizing the PIECES framework—covering performance, information, economy, control, efficiency, and service. A qualitative case study design was employed. The informants consisted of six individuals: four registration staff members, one information technology staff member, and one management representative. Data were gathered through in-depth interviews and observations, then thematically analyzed based on the six PIECES components. The results indicate that the SIMRS has helped accelerate the registration process, facilitate patient data management, save time and effort, and reduce paper-based documentation. However, system operations still face challenges such as unstable network connectivity, data entry errors, and the occurrence of duplicate medical record numbers. Regarding control, the system supports information security and access restrictions, while in terms of service, the SIMRS is relatively user-friendly and assists staff in serving patients. Although the SIMRS supports outpatient registration, further optimization is required—specifically concerning network infrastructure reliability, server capacity, data validation, system maintenance, and staff competency development. Improvements in these areas are essential to ensure the operational sustainability of the SIMRS and uphold the quality of outpatient services.
