The ENTRACK model: project methodology – presentation at the ENTRACK Final Event

Presentation delivered by Virginia Dicuonzo (AISFOR) at the ENTRACK Final Event on 30 September 2026, presenting the ENTRACK model for co-designing social energy policies with local and regional authorities. ENTRACK facilitates the implementation of the clean energy transition in a just and fair manner through the co-design of social-energy policies, and supported 8 pilot municipalities in co-designing energy plans through capacity building. The presentation walks through the five phases of the ENTRACK methodology: stakeholder mapping (identifying citizens, authorities, civil society and vulnerable groups who shape or are affected by local energy decisions); taxonomy of social energy plans, strategies and policies; climate explorers (citizens' perceptions, needs and priorities); policy gap self-assessment; and co-design of local energy plans and policies. ENTRACK – Empowering local and regional authorities to design clean ENergy TRAnsition plans through Capacity and Knowledge building actions (LIFE-2022-CET-LOCAL, Grant Agreement No. 101120704). Abstract
