The First European Housing Project for Older Turkish Migrants in Haarlem, the Netherlands, and Its Lasting Legacies (1993–2008)

This description is provided in three languages: English, Dutch and TurkishEnglish DescriptionThis historical research article examines a pioneering housing initiative for older Turkish migrants launched in Haarlem, the Netherlands, in 1993, and its long-term residential, policy-related and institutional legacies. The project originated within the Amsterdam Centre for Foreigners (Amsterdams Centrum Buitenlanders, ACB), which initiated the Haarlem housing project and assigned Dr. Süleyman T. K. Damra to its development. The project subsequently received support from the European Union, the Dutch Ministry of Welfare, Health and Cultural Affairs, the Province of North Holland and the Municipality of Haarlem, reflecting an early example of cooperation between migrant communities and public authorities at multiple administrative levels.Drawing on original archival correspondence, housing studies, governmental records, architectural documentation, contemporary newspaper reports and supplementary historical testimony, the study reconstructs the development of the Bizim Ev (Our Home) initiative and its significance for migrant ageing and housing policy in the Netherlands. An important historical milestone occurred on 27 November 1993, when the findings of the Bizim Ev housing research were presented by Dr. Damra to Minister Hedy d’Ancona, the Dutch Minister of Welfare, Health and Cultural Affairs, during the national TISBO conference at Hotel Krasnapolsky in Amsterdam. In her prepared address, the minister acknowledged the establishment of TISBO as a positive development in the growing collective representation of older migrants and emphasised the need for public services to respond to their specific cultural, social and welfare needs. The Haarlem initiative also had significant organisational consequences. Building upon his experience with the housing project and the broader needs of older migrant communities, Dr. Damra first founded the Turkish-Islamic Elderly Union (Turks-Islamitische Ouderen Bond, TISBO) on 5 July 1993 and subsequently established the Netherlands Islamic Elderly Union (Nederlandse Islamitische Bond voor Ouderen, NISBO) on 5 July 1995. These organisations contributed to the development of institutional representation, social welfare advocacy and culturally responsive services for older migrant communities in the Netherlands. The research focuses on three interconnected dimensions:Housing development and long-term outcomes: The original residential proposal at Prof. Boumanstraat and its subsequent continuation through a DP6-designed housing development at Brusselstraat, completed in 2008.Policy and institutional cooperation: The initiating role of ACB and the involvement of European, national, provincial and municipal authorities in addressing the housing and welfare needs of older migrants, including the national policy attention demonstrated by Minister Hedy d’Ancona's participation in the 1993 TISBO conference.Institutional legacies: The successive establishment of TISBO (1993) and NISBO (1995) by Dr. Damra, extending the initial housing initiative into broader forms of collective representation, advocacy and institutional support for older migrant and Muslim communities. The article demonstrates how an early housing initiative, originating within a migrant-support organisation and developed through cooperation with public institutions, generated lasting consequences beyond its original residential objectives. Its significance lies not only in the evolution of housing arrangements but also in its contributions to the emergence of migrant ageing as a policy concern and to the development of independent representative organisations. The study provides an archival foundation for further research on migration history, social gerontology, housing policy, public–civil society cooperation, migrant organisations and the ageing of first-generation migrant communities in Europe. Documenttype: Historisch-wetenschappelijk onderzoeksartikel Onderzoeksperiode: 1993–2008 Geografische focus: Haarlem, NederlandCitatie:YILMAZ, C.
