The article addresses the problem of selecting digital services for conducting educational monitoring studies, which is a key factor in ensuring the quality of data collection, processing, and primary analysis of empirical data. It is shown that modern digital platforms differ significantly in functionality, level of automation, analytical capabilities, integration with other digital environments, and conditions of use, necessitating informed selection based on the purpose of a monitoring study. The aim of the study is to develop a set of evaluation criteria for digital services used in educational monitoring and to conduct a comparative analysis of these criteria from the perspective of practical application in educational institutions. To achieve this aim, methods of scientific literature analysis and synthesis, comparative analysis, systematization, and generalization of the functional characteristics of digital services were employed. Based on the analysis conducted, a set of evaluation criteria covering the functional, analytical, organizational, and technological characteristics of digital platforms was developed. In particular, the proposed criteria specify questionnaire design parameters, data collection tools, primary analytics, data visualization capabilities, and overall usability. A comparative analysis of the most widely used digital services for online surveys was conducted, considering their advantages, limitations, and typical educational use cases. The study substantiates the feasibility of using different platforms based on the objectives of a monitoring study, the target respondent group, and the requirements for subsequent data processing. It is concluded that the proposed system of evaluation criteria can serve as a practical tool for selecting digital services when organizing educational monitoring studies and provide a methodological basis for further development of educational monitoring practices.
