Inovação tecnológica e liderança policial militar: desafios da modernização da PMAM, resistência à mudança e perspectivas para a eficiência operacional e a segurança jurídica

This article analyzes the technological modernization of the Amazonas Military Police (PMAM), focusing on in-vehicle technology, drones and the simplified police report for minor offenses (Termo Circunstanciado de Ocorrência, TCO), and on the role of officers in the face of resistance to change. The qualitative, exploratory and descriptive study relied on bibliographic and documentary review, with a comparative analysis of the Santa Catarina and Rondônia experiences and an examination of Federal Supreme Court case law and the drone regulations in force in 2026. It concludes that technology tends to increase efficiency and traceability when supported by training, technical support, protocols and evaluation; that resistance has diverse causes and requires differentiated leadership responses; and that, in Amazonas, the adoption of the TCO by the Military Police depends on a new regulatory act. A five-axis plan with indicators and a timeline is proposed.
