Reflections of leadership in schools under the shadow of the Turkish education system: Needs, expectations, concerns, and barriers

This study investigates how experienced school principals experience and navigate leadership behaviors within the highly centralized and high power-distance educational ecosystem of Türkiye. Moving beyond traditional individualistic assumptions that reduce administrative practices to personal competencies, the study adopts an interpretive qualitative design utilizing a phenomenological approach with 30 experienced public school principals. Grounded in Bronfenbrenner's ecological systems theory, the empirical findings demonstrate that macrostructural rigidities and meso-organizational role conflicts pass through microlevel cognitive filters, culminating in contextually reshaped leadership portfolios. The study introduces the concepts of “leadership reservation”—a defensive posture driven by systemic risk assessment and public scrutiny—and “pedagogical paralysis,” which highlights severe regional disparities forcing peripheral administrators into institutional survival struggles. Furthermore, through the lens of role theory, a profound expectation tension is unveiled, where bureaucratic compliance emerges as the primary socio-cognitive mechanism for professional survival. Ultimately, this ecological synthesis framework proves that authentic school leadership under pressure is a highly adaptive outcome of strategic resilience rather than a static individual trait. The study concludes that empowering instructional leadership fundamentally requires a comprehensive structural and legislative overhaul of the legal status, autonomy, and psychological safety afforded to school leaders.
