Megaproject governance and sustainability in infrastructure development: lessons from the KCIC high-speed railway

This study critically assesses the megaproject management practices applied in the Jakarta-Bandung High-Speed Rail (KCIC), examining their alignment with international standards of project performance and their contribution to sustainability outcomes in Indonesia. Drawing upon a qualitative-descriptive methodology and secondary data from policy documents, reports, and field observations, the research analyzes key elements of project governance, planning, execution, stakeholder engagement, and value delivery. The analysis reveals significant gaps between the project’s stated objectives and its actual impacts on environmental, economic, and social dimensions. Despite its promise to reduce travel time and stimulate regional economic growth, the project has faced persistent challenges, including cost overruns, environmental risks, low community engagement, and uncertain return on investment. These findings highlight the critical need for integrative project management approaches that prioritize long-term value creation, sustainability indicators, and inclusive stakeholder participation in future projects. The case of KCIC offers valuable lessons for managing complex infrastructure projects and emphasizes the importance of aligning megaproject execution with broader sustainable development goals in Indonesia.
