Assessment of the results of the national innovation system development of the Russian Federation

Subject. This article focuses on the structural and dynamic patterns and imbalances in the development of Russia's national innovation system. Objectives. The study aims to evaluate the results of the national innovation system development of Russia through the national innovation index. Methods. For the study, we used the adapted national innovation index based on the China Innovation Index methodology. Results. The article carries out the analysis of the national innovation system development of Russia in 2010–2024. The work establishes the structural imbalance of the national innovation system manifested in the growing gap between the input and output parameters. It also identifies four stages of the country's development during this period and the factors of negative impact on the overall development of Russia. Conclusions. The dynamics of Russia's national innovation system has demonstrated a steady downward trend since 2013. Qualitative improvement of institutional mechanisms for the resources transformation into results is a key condition under which further growth of innovation costs ensures an increase in marginal returns and the formation of potential for long-term innovative development of Russia.
