Marginalization of Russian Culture as a Manifestation of the Concept of Militant Democracy in Ukraine

In the period after 24 February 2022 and up to the present day, a clear tendency in Ukrainian society can be observed – “everything russian” is being marginalized in Ukraine. The stigmatization and actual displacement of the “russian” from the public space is taking place in many dimensions: from the transition of russian-speaking Ukrainians to their native language, to the removal of russian-language books from circulation. The purpose of this article is to study the sociocultural processes that have been taking place in Ukraine in recent years and to attempt to identify a new object of application of militant democracy, relying on the contemporary doctrinal paradigm. Militant democracy will be considered as an instrument for the protection of the democratic order of a particular state in the political, legal, and sociocultural spheres, taking into account the peculiarities of russia’s hybrid war and the historical context in general. The article aims to outline the justification for classifying certain sociocultural phenomena as “a democracy capable of defending itself” and, with regard to the protection of the rights and freedoms of the individual and the citizen, to establish the permissibility of applying the mechanisms of militant democracy not only to the political-ideological sphere, but also to the cultural sphere. The achievement of the outlined purpose became possible through the use of a set of methods of scientific cognition, in particular, content analysis (for a comprehensive study of scholar works, legislation, and regulations of state authorities), the formal-logical method (for identifying certain patterns, stable structures, interconnections, and inconsistencies in scholar works), conducting interviews (for obtaining the necessary information from specialists), and the comparative-legal method (by examining different approaches to understanding the phenomena under study and their perception by the state in various regulatory and legal acts).
