DETERMINANTS OF THE EFFECTIVENESS OF SOCIO-ECONOMIC RECOVERY OF THE REGIONS OF UKRAINE UNDER CONDITIONS OF POST-WAR TRANSFORMATION

The article substantiates an approach to identifying the determinants of effective socio-economic recovery of the regions of Ukraine under conditions of post-war transformation. Theoretical approaches to interpreting the determinants of regional development and resilience are generalized, which makes it possible to define them as an interconnected set of conditions, resources, capabilities and characteristics of a regional system that determine its ability to restore lost functions, adapt to the consequences of war and undertake structural transformation. Six groups of determinants are identified: security, financial and resource, structural and production, social, innovation and technological, and institutional and managerial. A system of indicators for assessing the determinants is developed, covering security conditions, financial capacity and resource provision, the structure and productive capacity of the regional economy, human and social potential, innovation and technological capacity, and institutional capacity to coordinate recovery processes. An integral approach to assessing the effectiveness of socio-economic recovery is proposed, enabling interregional comparison and identification of differences between recovery potential and actual results. It is substantiated that recovery effectiveness should be assessed not only by the scale of restored infrastructure and attracted financial resources, but by the ability of regions to transform available resources and capabilities into sustainable economic activity, employment, productivity, structural and technological renewal, and greater resilience to future shocks. The study emphasizes the need to account for spatial differentiation and the initial socio-economic conditions of regions when developing differentiated recovery policies.
