First, the neofunctionalist spillover effect leads to the continuous expansion of supranational power, and economic cooperation keeps penetrating into political, judicial and sovereign domains, forming a sovereignty paradox where "mind overrides the body". Second, the combination of qualified majority voting and issue fragmentation gives rise to a fallacy of composition of targeted exploitation: a minority is sacrificed in each single vote, and all members are eroded in rotation. The characteristic industries and core interests of small and medium-sized member states lack rigid protection. Third, economic organizations are deeply tied to geopolitical goals. Eastward expansion has evolved from market extension to security boundary expansion, triggering security hedging by external major powers, and eventually making economic connectivity give way to geopolitical confrontation. 本文基于主权本位底线架构的通用内核,提出欧盟体系的身心双层解耦重构方案:将现行欧盟拆分为**欧体(European Body, Ou-Ti)与欧心(European Mind, Ou-Xin)**两个独立且共生的层级。欧体即欧洲市场底线共识,为全欧公共市场肉身基座,遵循全体一致同意、主权绝对本位、政经脱钩原则,面向所有欧洲国家开放,仅承担市场互通与普通跨境犯罪执法协作的工具性功能;欧心即欧洲联合意志圈层,保留欧元、申根、共同外交、超国家立法等深度一体化内容,仅对自愿参与国生效,承载一体化理想与政治探索。 Based on the general kernel of the sovereignty-based bottom-line framework, this paper proposes a body-mind two-tier decoupling reconstruction plan for the EU system: the current EU is split into two independent and symbiotic layers, namely European Body (Ou-Ti) and European Mind (Ou-Xin). The European Body, or the European Market Bottom-Line Consensus, serves as the physical foundation of the European public market. It follows the principles of unanimous consent, absolute sovereignty primacy and economic-political decoupling, is open to all European countries, and only undertakes instrumental functions of market connectivity and law enforcement cooperation on ordinary cross-border crimes. The European Mind, or the European Union Will Circle, retains deep integration elements such as the euro, the Schengen Area, common foreign policy and supranational legislation. It only applies to voluntary participants and carries integration ideals and political exploration. 方案通过边界刚性隔离、资格完全脱钩、模块化进退机制,从根源上堵死多数表决定向掠夺的制度通道,同时实现经济互通与地缘政治的解耦,既保障了深度一体化探索的空间,又守住了所有成员国的主权安全底线。该重构既是对欧盟现实困境的针对性破解,也是对主权本位分层协作架构的区域验证,其逻辑可迁移至其他区域一体化体系。 Through rigid boundary isolation, full decoupling of membership and modular entry-exit mechanisms, the plan fundamentally blocks the institutional channel of targeted exploitation through majority voting, while realizing the decoupling of economic connectivity from geopolitics. It not only preserves space for in-depth integration exploration, but also upholds the bottom line of sovereignty security for all member states.
