Equity and access in U.S. Higher Education Accreditation: what standards say and what research shows

Accreditation is a structurally significant policy mechanism in U.S. higher education, conditioning federal aid eligibility for nearly all degree-granting institutions, yet the extent to which accreditation standards engage with equity and access remains empirically underexamined. This study asks how U.S. regional and programmatic accreditation standards reference equity and access, and what existing empirical research suggests about differences between accredited and non-accredited institutions. Drawing on Perna's (Citation2006) Model of College Access and Choice and the Equity Scorecard Framework (Bensimon and Malcom Citation2012) as analytic heuristics, we conducted a document analysis of standards from six CHEA-recognised accreditors – three regional and three programmatic – and reviewed published empirical research. Findings indicate substantial variation across agencies: regional accreditors referenced access- and equity-related themes at higher rates than programmatic accreditors, with WASC as a notable outlier (39.02% of standards), and references concentrated in domains of classroom climate, information dissemination, and institutional policies. The empirical literature offers mixed and limited evidence on differences between accredited and non-accredited institutions; cross-sectional designs preclude causal claims. The paper contributes a descriptive map of where access and equity language sits within accreditation standards and offers an empirical foundation for ongoing policy debates about accreditation as a potential equity lever.
