Digital contour of management of scientific and technological development of civil aircraft industry as the implementation mechanism of the technological sovereignty State policy

Subject. This article focuses on the management mechanisms that ensure the connection of State scientific and technological policy, corporate management of aviation programs, engineering and production processes, and operational data in the context of the civil aircraft industry digital transformation. Objectives. The study aims to develop a model of the digital control loop for the civil aircraft industry scientific and technological development, and determine the measurable characteristics of its effectiveness. Methods. For the study, we used the methods of comparative, systemic and institutional analyses, as well as conceptual modeling. Results. The article identifies three system gaps. It also introduces the concept of a verified digital engineering asset of the life cycle, and proposes a three-circuit management model. Conclusions. The function of the digital circuit is to increase the manageability of processes that depend on the preservation of engineering knowledge, technological sovereignty, the sustainability of cooperation and the ability to accompany aviation equipment throughout its life cycle.
