ECONOMIC MECHANISMS OF INTERACTION AMONG THE STATE, BUSINESS SECTOR, AND TERRITORIAL COMMUNITIES IN SHAPING AN INCLUSIVE TOURISM ENVIRONMENT

The article examines the conceptual foundations and economic mechanisms of interaction among the state, business sector, and territorial communities in developing an inclusive tourism environment in Ukraine. The study addresses the need to reconcile economic interests, institutional responsibilities, and available resources in order to ensure equitable access to tourism services and the related social infrastructure, particularly under the conditions of wartime disruption and future territorial recovery. Using systemic, institutional, structural-functional, and comparative approaches, the article clarifies the meaning of cross-sectoral economic interaction and identifies the complementary roles of public authorities, tourism enterprises, local self-government bodies, and service users. The state establishes regulatory frameworks and incentives; businesses invest in accessible facilities, services, and innovations; and territorial communities coordinate local priorities, infrastructure planning, and public participation. Economic instruments are classified into publicprivate partnership arrangements, financial incentives, grant support, co-financing of infrastructure projects, and mechanisms for mobilizing local resources. The study argues that the selection of these instruments should depend on a project's public value, revenuegenerating potential, financial risks, and long-term operating costs. Particular attention is given to institutional coordination, transparent allocation of responsibilities, universal design, stakeholder participation, digital accessibility, and monitoring of social and economic outcomes. The article also identifies opportunities to adapt European approaches to accessible tourism, multilevel governance, and partnership financing to the Ukrainian context, taking into account the unequal institutional capacity of communities and the need to rebuild damaged infrastructure. A conceptual sequence of interaction is proposed, encompassing needs assessment, alignment of interests, prioritization, selection of financing instruments, implementation, performance evaluation, and corrective action. The findings provide a theoretical basis for improving public regulation and partnership models aimed at increasing the accessibility, financial sustainability, and social value of tourism infrastructure in Ukraine.
