Learning Integrated School Model: Impacts of ISO 14001–9001–45001 on School Culture, Student Behavior and Sustainable Educational Governance

Educational institutions are increasingly regarded as environments where regulatory expectations, quality development, safety awareness, and sustainability come together. This study investigates how the joint implementation of ISO 14001 (environmental management), ISO 9001 (quality management), and ISO 45001 (occupational health and safety) influences school culture, student behaviour, and stakeholder participation in different school settings in Düzce, Türkiye, including preschool, primary, lower secondary, and special education institutions. The Learning Integrated School Model (LISM) is introduced as a conceptual framework that interprets these standards as interconnected components of an organisational learning structure rather than separate technical requirements. The research was designed as a qualitative case study. Semi-structured interviews with 10 school administrators and 18 teachers were conducted through maximum variation sampling to reflect diverse implementation experiences. Interview data were analysed by thematic content analysis, and reliability was reinforced through dual coding, participant confirmation, and expert feedback. The findings suggest that integrated management systems contribute to environmentally aware and safety-oriented behavioural patterns among students and support more reflective planning and monitoring in instructional processes. They also encourage cooperation and shared ownership among staff, while sustainability-based behaviours extend the school’s influence into family environments. At the same time, documentation workload, time constraints, resource limitations, and differing levels of engagement present challenges that shape the continuity of these systems. It is concluded that the Learning Integrated School Model creates a continuous learning cycle by aligning environmental, quality, and safety practices, thereby reinforcing sustainability-oriented school culture. More effective digital documentation tools, expanded role-based professional development, and structured networks for sharing implementation experiences may strengthen integration efforts. The study offers a perspective that views integrated management systems as contributors to educational transformation, providing insights for both practitioners and policy development.
