Gravitation as the Relaxation of Frame Drift over Finite Holographic Substrate

We derive gravitation on a finite relational substrate, that is the holographic encoding of the observable space-time. The following core realisations are consumed: mass is winding rate of the quantum phase, distance is the phase decoherence between systems, and time is the observer's scale-dilation. The substrate is a finite field with no proper ideals, so a massive object never closes as a frame of its own. Its frame drifts, and gravity is the relaxation of that forced drift. The relaxation is an exact counting process on the phase cycle, with the Kuramoto flow as its continuum chart. Newton's law with \( G=\hbar c/m_P^{2} \), the equivalence principle as an identity, the post-Newtonian \( \beta=\gamma=1 \) and two helicity-\( \pm2 \) modes at \( c \) follow in the chart. The static solution is exact in cut form, horizonless and operationally black, and a grading that forbids self-sourcing forces its nonlinear completion. Its shadow is 4.6% wider than general relativity's, one standard deviation above the current Event Horizon Telescope constraint, and its eikonal ringdown and innermost-stable-orbit frequencies are 4.4% and 6.9% lower, from one origin. The area law of the resolvable capacity gives the Bekenstein--Hawking 1/4 as a counted quotient and the de Sitter entropy at Carrier closure. The resolution floor gives the galactic acceleration scale \( a_0=cH_0/2\pi \) and the radial acceleration relation, while the drive's own jitter gives the scale-free primordial spectrum, \( n_s=1 \). Every order-one constant reduces to the chart's \( 4\pi \) and \( 2\pi \), and the construction has no free parameters. Every exact statement has a machine check in finite-field or cyclotomic arithmetic and a proof in Lean, the counting theorems in an axiom-free core; the continuum enters only as a labelled degenerate idealisation. Each prediction names its falsifier.
