Texas Senate Bill 3: Anti-CRT Legislation and the Dilemmas of School Leadership

This study examines the implications of Texas Senate Bill 3 (SB 3) for educational leadership, equity, and democratic education. Although presented as a civics and curriculum policy, SB 3 restricts instruction and professional learning related to race, systemic inequity, and other topics often associated with diversity, equity, and inclusion in Texas public schools. Guided by critical race theory (CRT) and critical race policy analysis (CRPA), the study analyzes SB 3 alongside state and national leadership standards to explore areas of alignment and conflict. Findings reveal three themes: (a) restrictions on discussions of systemic racism and historical inequity, (b) constraints on equity-focused professional learning and leadership practice, and (c) increased political control over civic knowledge and educational decision-making. The findings suggest that SB 3 creates tensions between legislative mandates and leadership expectations centered on equity, inclusion, and cultural responsiveness. Implications are discussed for educational leaders, preparation programs, and future research.
