The Parliamentary Control over the Enforcement of Laws as a Constitutional Mechanism for Rationalizing the System of Governance

The article provides a rationale for the function of parliamentary control over the implementation of laws, which is becoming more relevant in the new conditions. It is argued that the legal position of the Constitutional Court of the Russian Federation, which has been accepted by the legal community and has acquired the status of a constitutional and judicial doctrine based on the interpretation of Article 103.1 of the Constitution of the Russian Federation, is a kind of recognition norm that confirms the constitutionality of parliamentary control over the implementation of laws.
