Liquidity Risk Management and Financial Performance in Ugandan SACCO: Separating Perceived Effectiveness from Measured Outcomes

Liquidity risk management is important to savings and credit cooperative organisations (SACCOs), but favourable staff opinions do not establish improvements in financial performance. This article critically examines the distinction through a conceptual reappraisal of evidence reported for EBO SACCO Mbarara Branch. A focused narrative synthesis connects liquidity theory, internal control, agency relationships and survey measurement with the cash planning, cash control and capital expenditure dimensions of the case study. The review finds that the reported survey primarily captures agreement about the usefulness of management practices rather than independently measured liquidity, asset quality or profitability. The supplied manuscript also records inconsistencies in descriptive statistics and respondent reporting that require verification against original records. Accordingly, the article does not claim a causal effect or present the framework as empirically validated. It develops a conceptual framework linking management practices, implementation quality and measured outcomes, with governance, staff capacity and record reliability as contextual conditions. Four research propositions and a prospective evaluation design specify how future work could combine financial statements, operational records and interviews. The article concludes that reliable assessment requires separate measurement of practices, perceptions and outcomes, together with transparent reporting of uncertainty and data limitations.
