The World Commonwealth Index (WCI): Master Specification
This paper specifies the World Commonwealth Index (WCI): an open, auditable, non-income composite index of societal wellbeing built on five weighted pillars - Family and Human Development (50%), Health (15%), Civil Peace and Security (15%), Ecology (10%), and Trust and Institutional Integrity (10%). Country scores are produced by decennial goalpost normalization with clipping, coverage-gated within-pillar aggregation, a weighted geometric mean with a unit floor that limits compensability across pillars, and three quadratic severe-harm penalties
