Post-SLHS Food Hygiene Supervision in SPPGs: An Environmental Health Governance Perspective

The implementation of the Free Nutritious Meals (MBG) Program through Nutrition Fulfillment Service Units (SPPGs) creates significant food hygiene and sanitation risks that require continuous regulatory oversight. This study aims to analyze the legal and institutional framework for post-certification food hygiene and sanitation supervision of SPPGs in East Lombok. The study employs a normative-empirical legal research method using statutory, conceptual, and empirical approaches. Data were obtained through analysis of relevant regulations, interviews with health officials, environmental health officers, and SPPG managers, as well as field observations. The findings show that all observed SPPGs had Food Hygiene and Sanitation Eligibility Certificates (SLHS) and internal food-safety procedures. However, variations remained in the implementation of personal protective equipment, food processing, sanitation facilities, water management, and distribution practices. The study also identifies institutional constraints related to supervision timing, limited human resources and geographical coverage, and coordination between institutions. These findings demonstrate that SLHS certification alone does not guarantee continuous compliance. Effective food-safety governance requires a continuous supervisory cycle involving risk identification, risk-based inspection, corrective action, verification, and continuous compliance. Strengthening coordination between the National Nutrition Agency, Health Office, Puskesmas, environmental health officers, and SPPGs is therefore essential for preventive food-safety governance.
