THE ROLE OF THE DA’WAH SAFARI PROGRAM (SAWAH) IN PREVENTING SECURITY AND ORDER DISTURBANCES THROUGH A SITUATIONAL CRIME PREVENTION APPROACH IN CLASS IIA LUBUKLINGGAU PRISON

This study aims to analyze the implementation of the Safari Dakwah (SAWAH) Program and its role in preventing security and order disturbances at Lubuklinggau Class IIA Correctional Facility through the Situational Crime Prevention (SCP) approach. This study employed a qualitative case study design involving four informants: one inmate serving as a religious instructor (assatidz), one correctional officer, and two inmates participating in the program. Data were collected through in-depth interviews, direct observation, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldaña, supported by NVivo software. The findings indicate that SAWAH is implemented through scheduled door-to-door religious guidance in inmates’ residential rooms, involving assatidz under the supervision of correctional officers and incorporating sharing sessions to facilitate communication. The program supports all five SCP strategies: increasing the effort required to commit violations, increasing the risk of detection, reducing the rewards of violations, reducing provocations, and removing excuses for noncompliance. Reduce Provocations emerged as the most prominent strategy, particularly through emotional regulation, open communication, and constructive conflict resolution. Informal social control further supports these mechanisms through social closeness, positive engagement, commitment to norms, and value-based beliefs. In conclusion, SAWAH represents an integrated religious rehabilitation and social prevention approach that may complement formal security supervision. However, its effectiveness in reducing actual security and order violations requires further quantitative evaluation. Strengthening standard operating procedures, program continuity, and instructor capacity is recommended to support sustainable implementation.
