IMPLEMENTATION OF EDUCATION AND TRAINING IN ENHANCING EMPLOYEE COMPETENCE ATPT PERKEBUNAN NUSANTARA IV REGIONAL 1 GROUP LABUHAN BATU SELATAN (AEK TOROP PALM OIL MILL)

This study examines the implementation of education and training (diklat) programs in enhancing employee competence at PT Perkebunan Nusantara IV (PTPN IV) Regional 1 Group Labuhan Batu Selatan, specifically at the Aek Torop Palm Oil Mill (PKS Aek Torop). Employing George C. Edward III's policy implementation framework, the study analyzes four key variables communication, resources, disposition, and bureaucratic structure that determine the effectiveness of training implementation. A qualitative descriptive-comparative approach was adopted, with data collected through in-depth interviews with key informants (Head of Human Resources and Management Systems Division), primary informants (Assistant of Management Systems and Certification; Assistant of Human Resources Development and Culture), and additional informants. Findings indicate that training communication is systematically structured, beginning with the Company Work Plan and Budget (RKAP), though variability in instructor delivery methods remains. Human resource support is adequate, yet schedule conflicts between training sessions and daily operational demands represent a persistent constraint. Dispositional commitment among management and employees is generally positive, but motivational gaps and the perceived irrelevance of certain training content reduce participation. The bureaucratic structure follows a clear hierarchical protocol from the Holding's Human Capital Division through to unit-level operations. Key barriers identified include low employee motivation and scheduling conflicts. These findings provide empirical evidence for improving training policy design in state-owned plantation enterprises and contribute to the body of literature on public administration and human resource management in Indonesia.

Abstract

This study examines the implementation of education and training (diklat) programs in enhancing employee competence at PT Perkebunan Nusantara IV (PTPN IV) Regional 1 Group Labuhan Batu Selatan, specifically at the Aek Torop Palm Oil Mill (PKS Aek Torop). Employing George C.
