Curriculum Development in English Language Education: Integrating Competency-Based Learning, Inclusive Pedagogy, and Digital Literacy
This critical narrative review examines how English language curricula can integrate competency-based learning, inclusive pedagogy, and digital literacy without reducing educational quality to standardized outcomes or technology adoption. Drawing on 25 scholarly and institutional sources, the review compares foundational curriculum models, language-specific design, constructive alignment, universal design for learning, teacher agency, and guidance on digital and generative AI. The synthesis identifies four interdependent priorities: context-sensitive needs analysis, observable communicative competencies, alignment between learning and assessment, and equitable digital participation. It proposes a six-stage iterative development framework covering contextual inquiry, competency mapping, learning-experience selection, inclusive resource development, assessment moderation, and evidence-informed renewal. Particular attention is given to English as a foreign language settings where multilingual resources, assessment pressures, and unequal access shape implementation. The framework is a conceptual proposition rather than an experimentally validated intervention. Implications for teacher professional learning, classroom assessment, and curriculum evaluation are discussed.
