Paradoks Kompensasi Sampah Bantargebang: Rekonstruksi Kebijakan Berbasis Keadilan Ekologis dan Pancasila: The Bantargebang Waste Compensation Paradox: Policy Reconstruction Based on Ecological Justice and Pancasila

This study investigates the structural paradox of waste compensation policies in the Bantargebang Integrated Waste Treatment Plant (TPST), Bekasi, which has emerged as a consequence of megapolitan Jakarta's massive waste accumulation. Although local regulations explicitly mandate citizens' rights to environmental compensation, implementation remains trapped within a rigid, bureaucratic approach. This administrative failure generates severe environmental degradation, public health vulnerabilities, and a profound justice deficit for local communities. Employing a qualitative descriptive-analytical approach, this research integrates John Rawls’s theory of distributive justice and Shadish’s burden-rewards framework within the normative foundation of Pancasila, specifically the second, third, and fifth principles. The findings reveal that current compensation mechanisms suffer from bureaucratic distortion, which reduces substantive citizens' rights to superficial charitable aid while overlooking chronic groundwater contamination and severe respiratory risks among children. Furthermore, this dynamic perpetuates a cycle of dependency and structural inequality. Consequently, this paper offers a comprehensive policy reconstruction framework emphasizing integrated population data validation, community-based monitoring, and cross-sectoral synergy to restore human dignity, ensure fair distribution, and achieve long-term ecological balance.
