OECD Verileriyle Türkiye Ekonomisinin Finansal Haritası: Tasarruf, Yatırım, Borçluluk ve Sermaye Akımları

English title: Mapping Türkiye’s Financial Economy with OECD Data: Saving, Investment, Indebtedness and Capital Flows. Debates on saving and access to finance in Türkiye often rely on aggregate indicators, although the agents generating saving need not be those requiring investment finance. This paper combines OECD SME financing data with TurkStat household expenditure and institutional sector accounts, and CBRT financial accounts and balance of payments statistics. The main reference year is 2024. The analysis uses published group statistics, price-adjusted credit stocks and a conditional fixed-basket expenditure calculation. Food and housing account for a combined expenditure share that is 28.7 percentage points higher in the lowest income quintile than in the highest. An assumed 10 percent price increase in both categories raises the cost of the existing basket by 6.36 percent in the lowest quintile and 3.49 percent in the highest. Meanwhile, outstanding SME loans increase by 33.62 percent in nominal terms but decline by 7.45 percent when adjusted for year-end consumer price inflation. These findings distinguish the capacity to save from the availability of investment finance and identify household expenditure composition, liquidity and firm size as relevant dimensions. External accounts provide the aggregate financing constraint; they do not establish which firms ultimately receive the funds. The evidence is descriptive and does not identify causal effects at the household or firm level. Author: Koray Öner.
