Strategic Management Practices and E-Governance Implementation in The Judiciary of Kenya

Purpose: The purpose of the study was to assess strategic management practices in enhancing e-governance in the Judiciary of Kenya, with specific focus on Milimani Law Courts. Methodology: A descriptive research design was adopted, targeting 94 staff members of Milimani Law Courts who were directly involved in service delivery and e-governance-related functions. A census approach was used, and primary data were collected using structured questionnaires, while secondary data were obtained from relevant documents and published materials. Data were analyzed using SPSS Version 20. Descriptive statistics, including frequencies, percentages, means, and standard deviations, were used to summarize the data, while multiple regression analysis was employed to determine the relationship between the study variables. Findings: All four strategic management practices had a positive effect on e-governance effectiveness in the Judiciary of Kenya. Strategic planning had the strongest and a statistically significant effect (B = 0.237, β = 0.434, t = 4.021, p = 0.000), followed by strategic technology management, which was also significant (B = 0.102, β = 0.252, t = 2.048, p = 0.045). Leadership commitment had a positive but non-significant effect (B = 0.037, β = 0.051, t = 0.421, p = 0.075) at the 5% level. Change management likewise had a positive but non-significant effect (B = 0.093, β = 0.142, t = 1.095, p = 0.078). Unique Contribution to Theory Practice and Policy: The study recommended that the Judiciary should strengthen strategic planning and stakeholder involvement. Leadership should support e-governance through resources, communication, and timely decisions. strategic technology management, skills, connectivity, and system integration should be strengthened. Continuous training and support should accompany the transition to digital systems.
