The article analyzes the socio-philosophical conditions for protecting individual freedom during digital reforms in Uzbekistan. It examines the relationships among electronic public services, access to information, civic participation, digital inclusion and critical thinking. Drawing on the Digital Uzbekistan 2030 strategy, national AI development priorities and international documents, it identifies conditions under which technological modernization can serve human dignity and personal autonomy. A human-centered approach connecting legal safeguards, institutional accountability, inclusive infrastructure, media literacy and public dialogue is proposed.
