Implementation of the Interim Succession of the Village Head of Laban, Menganti Subdistrict
Background The implementation of the interim replacement mechanism plays a crucial role in ensuring the continuity of village governance and public services. This study aims to analyze the implementation of the interim replacement mechanism for village heads in Laban Village, Menganti Subdistrict, Gresik Regency. Methods This study employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation. The analysis was based on George C. Edwards III’s theory of policy implementation, which encompasses communication, resources, dispositions, and bureaucratic structure. Results The research findings indicate that the implementation of the Village Head’s replacement process in Laban Village has been quite effective. Communication has been smooth through coordination among the implementing actors; available resources are considered adequate; the implementing actors have demonstrated a positive commitment; and the bureaucratic structure is functioning in accordance with the established division of tasks and authorities. Conclusions Factors supporting implementation include regulatory clarity, institutional coordination, and human resource competence, while hindering factors include limitations in records management and access to certain administrative documents. Thus, the implementation of the Village Head’s replacement in Laban Village has supported the continuity of village governance and a leadership transition in accordance with applicable regulations.
