Consumer Financial Literacy and Use Error Rates in Mobile Wallet Transactions: A Literature Review and Proposed Study of MTN Mobile Money Users in Kawempe Division Kampala

Mobile money expands access to financial services, but account ownership and frequent use do not demonstrate accurate transaction execution. This article reviews financial literacy, mobile money and human error literature to develop an analytical framework for studying consumer use errors among MTN Mobile Money users in Kawempe Division, Kampala. A narrative review of academic research, institutional publications and relevant Ugandan legislation is combined with a proposed cross-sectional study design. The literature indicates that financial knowledge, transaction-specific understanding, digital skills, interface conditions and verification practices should be distinguished. Ugandan studies provide evidence on design barriers, financial inclusion and educational delivery, while Kenyan studies establish wider economic benefits. These findings do not establish the local prevalence of transaction mistakes or a causal literacy effect. The article proposes measuring distinct erroneous transaction attempts relative to transaction exposure over a common three-month period, alongside objective literacy questions and simulated tasks. It recommends practical consumer education, accessible confirmation procedures and evaluation of both benefits and unintended effects. The central conclusion is that safe mobile money use requires a joint capability and interaction perspective. Field data are needed to estimate error rates and test the proposed associations in Kawempe.
