[4] INSTITUTIONAL RESTRUCTURING OF BIOMEDICAL CONTROL: FROM INTERNATIONAL IMPOTENCE TO DOMESTIC CRIMINAL ENFORCEMENT

This independent policy critique and legal research paper addresses a critical regulatory vacuum in international biomedical law: the systemic exploitation of minors in non-therapeutic tissue, stem cell, and organ harvesting. By proposing a binding International Compulsory Treaty and strict domestic penal fortifications (including life imprisonment, permanent medical license revocation, and total asset forfeiture), this paper serves as an actionable framework for international human rights bodies, the UN Committee on the Rights of the Child, and the Council of Europe to enforce absolute biomedical accountability. "We invite international human rights organizations, legal scholars, and lawmakers to review, adopt, and integrate these proposed enforcement mechanisms into upcoming international treaties, legislative reforms, and human rights oversight protocols to protect vulnerable minors from commercialized biomedical abuse."Keywords: Biomedical Institutional Reform, Compulsory Treaty, Pediatric Bioethics, Non-Therapeutic Organ Harvesting, Oviedo Convention (ETS No. 164), UN CRC, Mandatory Criminalization, Total Asset Forfeiture, Intraoperative Awareness Monitoring, Designed as an actionable operational framework, this research actively invites international human rights bodies, the Council of Europe (CoE), Amnesty International, Human Rights Watch (HRW), and international law enforcement agencies like Interpol to review, adopt, and integrate these enforcement mechanisms into global oversight protocols and legislative reforms to eradicate commercialized biomedical abuse against vulnerable minors. Abstract
