A Framework for Adaptive Climate Resilience: Integrating Disaster Risk Management with Predictive Modeling in Vulnerable Ecosystems

Abstract Shifted environmental dynamics now challenge conventional emergency response systems. Because global climate disruptions alter the frequency and severity of extreme weather unpredictably, traditional relief frameworks often fall short. This study introduces an adaptive framework designed to bridge proactive risk mitigation with multi-hazard predictive models. Focusing on vulnerable coastal zones and semi-arid terrain, the research evaluates how localized early warning systems, decentralized nature-based infrastructure, and restructured governance models work together to limit structural damage and accelerate recovery. By pairing real-time environmental data streams with site-specific vulnerability indices, this approach moves past reactive emergency relief toward systemic, long-term resilience. Ultimately, the analysis translates climate data into functional policy directives tailored for municipal planning and regional development frameworks.
