Fractional Perfect Numbers, Fractional primes and its Application in Fractional Quantum Hall Effect

This paper introduces a new way to look at perfect numbers by extending divisors to rational numbers and utilizing Riemann zeta function and Ramanujan summation. Applying some of these rules to Fractional Quantum hall effect can explain stability order of fractions.
