Approaches to the Study of the Dualism of Man and Territory in the System of Public Administration
The article examines theoretical approaches to studying the dualism of the individual and the territory within the system of public administration by substantiating the most promising scientific approach to understanding the interconnection between human and territorial factors as the basic elements of the organization and functioning of public administration. The aim of the work is to reveal the content of the “individual-territory” dualism and its manifestation in the processes of public administration and territorial development, with particular attention paid to the mutual influence of characteristics on the development of territorial systems. The scientific novelty lies in the consideration of existing approaches to studying the interaction between the individual and the territory as elements of a unified socio-territorial system. An original methodology for measuring human-territorial balance has been developed, based on a joint assessment of the level of human potential development, territorial provision, and the degree of coordination of these components. The proposed approach allows us to consider human-territorial balance as a promising integral criterion for assessing the effectiveness of state management of territorial development.
