Collaborative Innovation in Governance Reform: Leadership and Policy Lessons from New Orleans’ School Unification
After Hurricane Katrina, New Orleans schools operated under fragmented oversight between the Recovery School District and Orleans Parish School Board. This longitudinal qualitative case study examines how cross-sector collaboration shaped Act 91 and the city’s return to unified local governance. Guided by Collaborative Governance Theory, the study traces how stakeholders translated shared principles of equity, autonomy, accountability, and transparency into governance practices, including unified enrollment, common discipline expectations, differentiated funding authority, and clearer oversight. The findings show how collaborative forums can move beyond dialogue to build durable governance infrastructure in decentralized school systems.
