Developing an Integrative Framework of Technological and Organizational Factors for Knowledge Sharing

Drawing upon the Theory of Planned Behavior (TPB), the Information Systems Success Model, and Social Capital Theory, this research develops an integrative socio-technical framework to explain Knowledge Sharing Behavior (KSB) in the construction consulting sector. Data were collected from 138 executives of construction-consulting firms in East Java, Indonesia, and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The study examines the impact of technological factors (perceived usefulness, system quality, information quality) and organizational factors (normative commitment, shared goals, internal policy, mutual benefit) on KSB, with intention as a mediating variable. The results reveal that technological factors significantly enhance the intention to share knowledge but have no direct effect on actual behavior. In contrast, organizational factors exhibit both direct and indirect influences, underscoring their central role in fostering collaborative knowledge-sharing. These findings highlight the comparative advantage of motivational and cultural drivers embedded in organizational structures over the enabling role of technology. The study contributes to the knowledge management literature by presenting a context-specific model suitable for environments with low digital maturity. It also offers actionable insights for organizations aiming to strengthen collaboration-oriented knowledge strategies through policy, culture, and leadership, particularly in high power-distance settings such as Indonesia’s construction sector.
