Developing a Multidimensional Indicator System for Assessing National Economic Security

National economic security is invoked often in policy documents but is rarely measured in a way that is both conceptually disciplined and operationally transparent. Current practice leans on single headline variables, on crisis-prediction models that capture only part of the problem, or on broad composite indices whose components are chosen by convenience. This article proposes a multidimensional indicator system for assessing national economic security, together with a reproducible aggregation procedure. Economic security is defined as the capacity of an economy to sustain its essential functions and the welfare of its population under internal and external shocks, without disproportionate loss of policy autonomy. Drawing on the vulnerability–resilience literature and the OECD/JRC guidance on composite indicators, the framework organises 27 indicators into six core dimensions (macro-fiscal stability, financial soundness, external position, productive and structural capacity, employment and household security, and strategic supply of energy and food) and an institutional layer treated as an enabling condition. Each indicator is classified as exposure, buffer, or outcome, normalised against fixed goalposts so that scores remain comparable over time, averaged arithmetically within dimensions, and aggregated geometrically across them to limit compensation between dimensions. A hypothetical example shows how the choice of aggregator can reverse country rankings. Uzbekistan is discussed as a proposed empirical application; no country scores are estimated. The article specifies a robustness protocol and identifies the provisional elements that require validation.
