Overall, the assessment of transformational changes in the development of the machine-building industry revealed that Ukraine’s machine-building sector underwent a profound structural transformation during the war: despite a general decline in industry, the sector strengthened its position thanks to a defense-oriented reorientation of production; however, this resilience is largely cyclical in nature and will require a systematic structural policy to transform it into a long-term competitive advantage in the postwar period. The response to the critical challenges facing the machine-building industry should be the creation of production capacity, thanks to the region’s advantageous geographic location, existing incentives for industrial parks, and growing demand for environmentally friendly transportation; integration into global value chains for finished products; and expansion of production of critical equipment, including specialized machinery, construction equipment, and vehicles. To achieve this, cooperation between state and local authorities and manufacturers should be established, and the localization of imported equipment at Ukrainian enterprises should be promoted; innovation in the defense sector should be stimulated: it is important to encourage development in the field of defense technologies. The Ministry of Defense must increase the volume of defense procurement, clearly defining the tactical and technical requirements for goods that meet the needs of the general public. Launching a national strategy for the modernization of the machine-building industry is a key condition for the sector’s recovery from the crisis.

Abstract

This article analyzes key performance indicators of Ukraine’s machine-building industry. The study period covered the pre-war period and the period under martial law. In particular, it analyzes the trends and structure of industrial output at machine-building enterprises for the period 2014–2025; the trends in the number of employees at machine-building enterprises overall, broken down by large, medium, and small enterprises; the trends in the number of employees at machine-building enterprises overall, broken down by large, medium, and small enterprises; and the trends in the financial performance of machine-building enterprises.
