REGIONAL FEATURES OF THE FUNCTIONING OF THE UKRAINIAN HOUSING MARKET IN MODERN CONDITIONS

The article examines the regional features of the functioning of the Ukrainian housing market under martial law and in the context of post-war recovery. It is substantiated that the full-scale war has fundamentally transformed the spatial structure of the national housing market, making security conditions the dominant factor influencing housing demand, supply, investment activity, construction dynamics, and regional market development. As a result, significant territorial differentiation has emerged, requiring new approaches to the assessment and regulation of regional housing markets. A typology of Ukrainian regions according to the characteristics of housing market functioning is proposed. The classification distinguishes five groups of regions: territories of active hostilities and temporary occupation, frontline regions, central regions, western regions, and the relatively safe southern region represented primarily by Odesa Oblast. For each group, the study identifies the specific features of housing market functioning and systematizes the key security, demographic, economic, investment, and legal risks affecting market performance. Based on the identified regional differences, the paper substantiates differentiated directions for strengthening individual segments of the Ukrainian housing market. The proposed measures include the protection of property rights, compensation mechanisms for destroyed housing, development of war-risk insurance, expansion of mortgage lending programs, support for residential construction, modernization of housing infrastructure, restoration of transport and engineering facilities, and implementation of region-specific housing policies. It is concluded that the effective recovery of Ukraine's housing market requires a differentiated state policy adapted to the characteristics and challenges of each regional segment. The implementation of these measures will contribute to increasing the resilience of regional housing markets, restoring their investment attractiveness, and creating favorable conditions for the balanced post-war reconstruction and sustainable socioeconomic development of Ukraine.
