Indonesia’s Palm Oil Trilemma: Reconciling Biodiesel Expansion, Export Competitiveness, and Supply Resilience under Climate and Governance Constraints

Indonesia’s palm oil sector is being asked to serve an expanding domestic energy market while sustaining food and oleochemical supply, export competitiveness, rural livelihoods, and ecological integrity. This interpretive qualitative literature review examines the resulting policy trilemma using peer-reviewed research published during 2020-2026 and the IPOSS fourth-quarter 2026 industry outlook as a contextual, explicitly prospective source. The analysis differentiates observed evidence from institutional forecasts, policy announcements, and conceptual scenarios. It synthesises eight interconnected themes: stock-flow consistency; biodiesel allocation and fiscal costs; climate-related production lags; smallholder yield gaps and replanting; commodity pricing and fiscal instruments; welfare distribution; deforestation-related market governance; and adaptive policy coordination. The synthesis indicates that additional domestic biodiesel demand can support energy substitution while raising the opportunity cost of exports and the exposure of levy-financed incentives to commodity price cycles. Weather risks, delayed biological yield responses, constrained smallholder finance, and traceability demands further limit simple supply-side solutions. We propose an integrated decision architecture combining equivalent-unit physical accounting, reserve and food-security safeguards, risk-sensitive biodiesel support, productivity-led expansion without deforestation, and inclusive market access. Five conditional scenarios clarify where policy complementarities are possible and where trade-offs remain unavoidable. The analysis does not claim new econometric estimates or validate IPOSS forecasts. Rather, it identifies measurable policy thresholds, evidence limitations, and a research agenda for jointly assessing energy security, trade value, public finances, farmer welfare, and ecological boundaries.
