Assessment of the Effectiveness of state Support and Perception of Barriers by Innovation Activities

This article analyzes the key barriers hindering the development of the Russian innovation ecosystem and provides a comparative analysis of their perceptions by various social groups. Despite the high potential of the environment and the availability of government support, the main obstacles to growth remain a lack of funding in the early stages, a high bureaucratic burden, and the moderate effectiveness of support measures. The aim of this article is to analyze and assess the problematic issues of conducting innovative entrepreneurship in modern Russia based on the results of a sociological survey conducted with 1,094 respondents from December 2025 to June 2026. The study analyzed the distribution of responses across ten topics (Russia needs a more developed infrastructure to support startups and innovative projects; Significant financial investments at the startup launch stage are beyond the means of most aspiring entrepreneurs; Government support programs help develop innovative projects; Innovative businesses face greater risks than traditional companies; The success of a startup is largely determined by the availability of capital ready for high-risk investments; Startup founders have to spend a significant amount of time on administrative procedures; It is difficult for Russian innovative projects to compete with their international counterparts; Government support for accelerators and business incubators is important for the survival of startups; Business angels (private investors) actively support the implementation of innovative projects in Russia; Large firms contribute to the development of high-tech sectors of the economy). Based on the conversion of qualitative assessment scales into quantitative ones, average scores for each topic were calculated for different status (entrepreneurs/non-entrepreneurs) and age groups. The findings provide a valuable basis for developing public policy in the field of innovation, as well as for strategic planning of development institutions and private investment funds.

Abstract

This article analyzes the key barriers hindering the development of the Russian innovation ecosystem and provides a comparative analysis of their perceptions by various social groups. Despite the high potential of the environment and the availability of government support, the main obstacles to growth remain a lack of funding in the early stages, a high bureaucratic burden, and the moderate effectiveness of support measures. The aim of this article is to analyze and assess the problematic issues of conducting innovative entrepreneurship in modern Russia based on the results of a sociological survey conducted with 1,094 respondents from December 2025 to June 2026. The findings provide a valuable basis for developing public policy in the field of innovation, as well as for strategic planning of development institutions and private investment funds.
