A New Idea of Xindaobi (信导比) Based AI Governance Drawing on the International Uniform Standard of Gold Purity to Build a General Evaluation System for the Completeness of Commodity Information
Abstract This paper does not equate information with precious metals in any physical sense. Rather, it borrows the governance logic of gold purity, namely, “unified measurement standard, detectability, gradability, and cross‑domain interoperability”, to construct a general evaluation framework for the completeness and quality of commodity information. Globally, disorder in commodity information is expanding at a geometric rate: information is fragmented across countries, regions, and platforms; real content is difficult to distinguish from AI‑generated content; and data silos are compounded by algorithmic filter bubbles. Existing governance measures rely mainly on after‑the‑fact penalties and reactive patching. The fundamental cause lies in the absence, at source, of an underlying criterion for defining “the completeness and quality of the aggregate of commodity information.” Within the theoretical framework of Xindaobi (信导比), multi‑dimensional dynamic commodity information is reconceptualized as a form of informational substance whose physical form is dynamic and unfixed. Because commodity information qualifies as a substance, it can migrate and circulate as a whole across both online and offline channels, a claim corroborated by four industries: e‑commerce, real‑estate services, travel services, and offline food ordering. Accordingly, it can be subjected to completeness and purity testing just as physical substances can, furnishing a material basis for quantitative evaluation that AI can automate. Xindaobi (信导比) reconceives commodity information as an integral material whole with a three‑core atomic (三核原子) structure and an unfixed physical form. It thus functions, for the first time, as a metric system for commodity information, providing an objective, unified, and general underlying evaluation criterion for governing market‑information disorder. Transferable across countries, regions, and platforms, this underlying criterion can establish a unified paradigm for Xindaobi (信导比)‑enabled global AI information governance and holds the potential to evolve into an international general standard for commodity‑information evaluation.
