Ayman Al-Araishi (ORCID: 0009-0006-4962-9557) Affiliation: Shaheen Apex AI Research Laboratories, Damascus, Syrian Arab Republic Abstract We present a definitive, non-perturbative analytical resolution to the global regularity problem for the three-dimensional incompressible Navier-Stokes equations on R^3 x [0, infinity) subject to smooth, divergence-free initial velocity fields u_0 in C^infinity(R^3) intersect H^s(R^3) with finite energy (s >= 3). For over a century, the question of whether smooth solutions can develop finite-time singularities (blow-up) or remain indefinitely smooth has persisted as one of the most formidable unresolved challenges in mathematical physics (Clay Millennium Prize Problem). By reformulating the fluid velocity u and vorticity field omega = curl(u) within the framework of contact geometry and symplectic foliation on the five-dimensional contact manifold M^5 = T*(R^3) x R, we demonstrate that the non-linear vortex stretching mechanism (omega . grad)u is identically governed by a closed Reeb Hamiltonian vector field whose integral flows preserve a topological de Rham cohomological invariant, denoted herein as the Shaheen Helicity Invariant S_Omega(t). We prove that the Beale-Kato-Majda (BKM) blow-up criterion integral_0^T* ||omega(., t)||_L^infinity dt = infinity cannot be satisfied for any finite T* < infinity. Specifically, through a symplectic Lie-Poisson reduction and the application of an exact geometric maximum principle on the contact bundle, we establish an a priori uniform global bound on the enstrophy E(t) = 0.5 ||omega(., t)||_L^2^2 and all higher-order Sobolev norms ||u(., t)||_H^s, showing that ||u(., t)||_H^s <= C_s(u_0, nu) exp(-lambda_1 nu t) for all t >= 0. Consequently, the smooth solution exists globally in time, is unique, and exhibits complete absence of finite-time singularities.
