Cultural Embeddedness in Land Consolidation: A Case Study of the Shanghai Hupai Jiangnan’ Model

Land consolidation has evolved into an important instrument of rural spatial governance, yet standardized planning and engineering approaches may weaken locally distinctive spatial characteristics and cultural continuity. The Hupai Jiangnan practice in Fuwei Village, Shanghai, provides a case for examining how cultural considerations can be incorporated into land consolidation. It involves three interconnected processes: cultural analysis, planning translation, and implementation and safeguards. Cultural analysis identifies culturally significant characteristics and their spatial carriers, planning translation converts them into requirements for spatial organization and control, and implementation arrangements carry these requirements into project delivery. The case shows that cultural embedding enables place-specific knowledge to inform decisions on retaining, adapting, restoring, or restructuring spatial elements during land consolidation. Its broader relevance lies in this planning mechanism rather than in the replication of particular cultural forms, offering a locally responsive approach to reducing the homogenizing effects of standardized land consolidation.
