Comparative Analysis of Financing Mechanisms for Export-Oriented Small Innovative Enterprises in Europe and Central Asia

This structured comparative review examines how financing instruments can contribute to the export readiness and internationalisation of small innovative enterprises (SIEs) in Europe and Central Asia. Published empirical studies, reviews and institutional analyses are organised by financing mechanism, reported outcome and institutional prerequisite. The synthesis distinguishes direct finance–export evidence from research on intermediate outcomes, such as investment, innovation, access to credit and managerial capability. It compares venture and quasi-venture capital, public innovation support, export guarantees, trade finance, digital platforms and advisory services. The European literature offers examples of operational configurations, whereas the smaller and less directly comparable evidence base for Central Asia mainly informs feasibility assessment. Findings suggest that the portability of financial instruments depends on enforceable contracts, intermediary capacity, reliable data, public risk-sharing arrangements and firms’ ability to convert funding into market entry. The study proposes a transparent mechanism–institution–outcome matrix and outlines testable propositions for programme evaluation. The analysis is an evidence-informed comparative synthesis, not a new firm-level causal study or a pooled meta-analysis.
