Supplier Continuity and Obsolescence Decisions: A Practice Guide for Small and Mid-Sized Aerospace and Defense Suppliers, Distributors, and Repair Stations (Review Draft)

Review draft (version 0.9) of a free practice guide for small and mid-sized aerospace and defense suppliers, distributors, and repair stations. It recasts Department of Defense DMSMS practice and quality-system discipline as one supplier-level routine with a named owner, a quarterly review cadence, short records, and measures that match the ones DoD program offices keep: (1) a dependency map and supplier-risk register with five decision classes and a continuity plan; (2) an obsolescence watch list and a decision record that compares resolution options, including the cost of unavailability; and (3) a documentation-readiness file for government buyers, allied governments in particular. Published for comment; the first public edition will follow the review, and a revised edition will incorporate results from field applications. The author writes in a personal capacity and does not act for the Brazilian Air Force or any government. The guide uses public sources only and is not legal, export-control, or regulatory advice. Files: the guide and a one-page review brief.
