GEOINFORMATION SUPPORT FOR THE MANAGEMENT OF AGRICULTURAL LANDS IN THE IRKUTSK REGION

One of the key challenges for sustainable agricultural development is providing up-to-date spatial information to authorized government bodies, ministries, and agencies, as well as to agricultural organizations, farms, and all interested parties. The use of geographic information systems enables the integration of large volumes of diverse spatial, quantitative, and qualitative data, facilitating rapid access to this information and its spatial analysis. The demand for open geoinformation systems is growing due to the need for technological advancement in the Russian Federation’s agro-industrial complex, as well as the active implementation of digitalization across all sectors of agriculture. Modern technical capabilities and the global and Russian potential of space technologies enable continuous monitoring of the condition of agricultural lands at the national, regional, and individual farm levels. The growing number of publicly available sources of spatial information will expand data analysis capabilities; when combined with Earth remote sensing data and ground-based measurements, this will create the necessary spatial data foundation for agricultural geographic information systems. The development and active implementation of the National Spatial Data Infrastructure (NSDI) have made a significant contribution to the advancement of geoinformation support for the management of land resources of all categories in the Russian Federation. The Unified Federal Geoinformation System for Agricultural Lands (UFGIS AL) plays a significant role in the geoinformation support of agricultural land management in our country, and in the Irkutsk Region in particular. In our view, however, regional agricultural geoportals should play a more significant role in this regard. The analysis presented, using the Irkutsk Region as a case study, demonstrates that the Russian Federation is actively developing and implementing advanced geoinformation systems and technologies for agricultural land management, thereby providing federal and regional executive authorities with spatial data on agricultural land; however, in our view, the issue of ensuring the availability of up-to-date data remains unresolved.
