THE IMPACT OF MONETARY ECONOMICS AND HUMAN RESOURCE POLICY ON ENSURING PRODUCTIVE EMPLOYMENT OF THE POPULATION UNDER CONDITIONS OF DIGITALIZATION

The article examines the relationship between monetary policy and human resource management in ensuring productive employment under conditions of economic digitalization. Productive employment is substantiated as a qualitative characteristic of labour activity that combines effective human capital utilization, creation of economic value, adequate labour income, compliance of employees’ competencies with economic needs, and opportunities for professional development. The study summarizes scientific approaches to productive employment and identifies its multidimensional nature, determined by the interaction of macroeconomic, labour market, technological, and organizational factors. The role of monetary policy is defined as an indirect influence on employment through the cost and availability of financial resources, investment activity, production, and labour demand. It is shown that macroeconomic stability creates conditions for business development and the formation of productive workplaces. The impact of digitalization on employment structures and workforce requirements is analyzed. Digital transformation changes the content of professional activities and increases the importance of analytical thinking, technological literacy, adaptability, creativity, and continuous learning. The need to transform human resource policy from operational workforce management to strategic human capital development is substantiated. It is concluded that productive employment requires coordinated monetary, investment, educational, digital, and human resource policies. For Ukraine, this is particularly important due to labour shortages, demographic changes, war-related challenges, and accelerated digitalization. The development of productive workplaces, digital competencies, and professional mobility is considered a key condition for preserving human capital and ensuring long-term economic competitiveness.
