Prevenção da violência política de gênero

This article aims to analyze strategies for preventing political gender-based violence, based on a bibliographical and normative survey, with particular attention to the Brazilian context. It starts from the understanding that political gender-based violence is a structural and systemic phenomenon, directly related to gender, race, sexuality, and class inequalities, which undermines the effectiveness of representative democracy. Methodologically, the study adopts a qualitative, documental, and bibliographical approach, anchored in critical-feminist and intersectional frameworks. Initially, a broad conceptualization of political gender-based violence from an intersectional perspective is presented. Subsequently, the Brazilian normative framework is analyzed, highlighting Law No. 14,192/2021, as well as recent institutional protocols, demonstrating that, although they represent advances in the recognition and criminalization of political gender-based violence, they maintain a strong punitive bias and present significant gaps in the field of prevention. Finally, the article systematizes preventive strategies identified in documents from international and national organizations, such as UN Women, UNDP, and the OAS, organizing them into thematic axes. These involve structural normative frameworks and public policies, data production and continuous monitoring, qualified action by electoral bodies and the justice system, self-regulation of political parties and access to funding, education and training policies, awareness-raising policies targeting men, promotion of narratives that break gender stereotypes, and combating misogyny in media and digital environments. It is concluded that preventing political gender-based violence requires integrated, inter-institutional public policies guided by an intersectional perspective, moving beyond merely reactive and penal responses.
